Open Letter to Governments of West Asia

To the governments of West Asia;

We, the undersigned members of global civil society, are deeply alarmed by the war on Iran and the escalating violence threatening to engulf West Asia in a wider, devastating war.

We appreciate those governments that have exercised restraint and worked to prevent further escalation.  Thankfully, West Asian governments to varying degrees have refrained from attacking Iran and restricted others from using their territory to attack Iran . These include:

  • Bahrain
  • Iraq
  • Jordan
  • Kuwait
  • Lebanon
  • Oman
  • Qatar
  • Saudi Arabia
  • Turkey
  • United Arab Emirates

We especially commend the longstanding diplomatic and peacemaking efforts of Oman.

We applaud calls for an immediate ceasefire. We express sorrow for citizens and residents who have been unjustly killed, wounded or traumatized. We also recognize that many countries are also facing unwarranted economic hardships.

  1. We urge all parties involved, especially Israel, the United States of America and Iran to immediately commit to a ceasefire and engage in good faith negotiations to stop this insanity. 
  2. Given the lack of protection mechanisms and damaged economic circumstances,  we ask for vast and immediate humanitarian interventions for civilians, particularly the most displaced and vulnerable.
  3. We also call on the International Criminal Court to conduct investigations and initiate legal proceedings of accountability if war crimes and/or crimes against humanity were committed.
  4. To those West Asian countries hosting foreign military bases that were used to illegally attack Iran, we urge a ban on their use for the attacks on Iran. We ultimately urge removal of all foreign military bases and forces from the Gulf and West Asia region. 
  5. We encourage continued support for a nuclear weapons-free West Asia.

We believe that diplomacy, international law, and nonviolent engagement must prevail over militarization and escalation. The world must extinguish war.

رسالة مفتوحة إلى الحكومات المعنية المحترمة في غرب آسيا، وإلى جمهورية تركيا والمملكة الإسبانية المحترمتين:

نحن، الموقّعون أدناه من أعضاء المجتمع المدني العالمي، نشعر بقلق بالغ إزاء تصاعد العنف الذي يهدد بإغراق غرب آسيا في حرب أوسع وأكثر تدميرًا.

نلفت الانتباه والتقدير إلى الحكومات التي مارست ضبط النفس وسعت إلى منع مزيد من التصعيد. ومن المهم الاشارة الى ان حكومات غرب آسيا وبدرجات متفاوتة، امتنعت عن مهاجمة إيران كما قيّدت استخدام أراضيها لشن هجمات على إيران. وتشمل هذه الدول:
البحرين
العراق
الأردن
الكويت
لبنان
عُمان
قطر
المملكة العربية السعودية
إسبانيا
تركيا
الإمارات العربية المتحدة

ونشيد بشكل خاص الجهود الدبلوماسية ومساعي السلام طويلة الأمد التي تبذلها سلطنة عُمان.

نثمّن دعوات وقف إطلاق النار الفوري. ونعرب عن حزننا على المواطنين والمقيمين الذين قُتلوا أو جُرحوا أو تعرّضوا لصدمة نفسية ظلمًا. كما نقرّ بأن دولكم تواجه أيضًا صعوبات اقتصادية  لا مبرر لها.

  1. نحثّ جميع الأطراف المعنية، وخاصة إسرائيل والولايات المتحدة الأمريكية وإيران، على الالتزام الفوري بوقف إطلاق النار والانخراط في مفاوضات بحسن نية لوضع حدّ لهذا الجنون.
  2. نظرًا لغياب آليات الحماية وتدهور الأوضاع الاقتصادية، نطالب بتدخلات إنسانية واسعة و فورية لحماية المدنيين، لا سيما الأكثر نزوحًا وضعفًا.
  3. كما ندعو المحكمة الجنائية الدولية إلى إجراء تحقيقات وبدء إجراءات قانونية للمساءلة في حال ارتُكبت جرائم حرب و/أو جرائم ضد الإنسانية.
  4. وإلى الدول التي تستضيف قواعد عسكرية أجنبية استُخدمت لشن هجمات على إيران، نطالب ببدء نقاشات جدية حول إزالة جميع القواعد والقوات العسكرية الأجنبية من منطقة الخليج وغرب آسيا.
  5. نشجّعكم على مواصلة دعمكم لمنطقة خالية من الأسلحة النووية في غرب آسيا.

نؤمن بأن الدبلوماسية، والقانون الدولي، والانخراط اللاعنفي يجب أن يسود فوق الخيار العسكري والتصعيد. وعلى العالم أن يُطفئ نار الحرب.
